The incident was reviewed under Disciplinary Committee Parameter #2:
Where the Officials See an Incident, and Issue a Red Card, the Committee may review the play for further disciplinary action, over and above the mandatory suspension and fine. Supplemental discipline (suspension and/or fine) will be administered if the Committee believes:
the offense is egregious in nature; and/or
it must act to protect player safety; and/or
it must protect the integrity of the game; and/or
the player is guilty of repeat behavior.
It is the Disciplinary Committee's unanimous decision that Romell Quioto will be suspended for one (1) additional match (two (2) matches total) and issued an additional fine for violent conduct.

The Seattle Sounders FC have been found in violation of the Mass Confrontation Policy. This is the third violation of the 2019 MLS Season for the Club. The Seattle Sounders FC will be fined and the Head Coach will be issued a fine. Each violation thereafter will result in the doubling of the fine.

08.10.19 CLB-CIN CIN Head Coach Jans Interacting with Match Officials at Halftime
FC Cincinnati Head Coach Ron Jans was witnessed by the PME to be in violation of the Interacting with Match Officials at Halftime policy. A warning has been issued for his first offense.
08.10.19 POR-VAN Video Board Replay Policy 45+
According to the Referee Report, in the 45+ minute, POR displayed replays of a penalty decision on their video board three (3) times in violation of the Video Board Replay Policy. POR will be receiving a warning for their first violation of 2019.
08.10.19 DAL-MIN Wired Camera on Field 29min
A wired camera entered the field of play in violation of the updated Broadcast policy. Noted to MLS Broadcast.
08.11.19 DC-LA DC Pre-Match Warm-Up Policy Violation
During warm-ups, DC was observed by the PME to be in violation of the Pre-Match Warm-Up Policy by using a third GK that was not listed on the Official Match Roster. An official warning has been issued.
08.08.19 NYC-HOU NYC Field Condition
The field condition was questioned at Yankee Stadium. Large sections of turf came loose causing a player safety concern. Noted to MLS Operations.
08.10.19 POR-VAN Fan Incident 79min
According to the Referee Report, in the 79th minute, a spectator ran onto the field. The Vancouver goalkeeper grabbed and held the field invader until POR security intervened and ushered the fan off the field. Noted to MLS Security.
08.10.19 CHI-MTL Locker Room Standardization for Match Officials
There were only three (3) lockers available to the four (4) person Match Official crew. Noted to MLS Operations.
08.10.19 CLB-CIN Fan Incident 90+3
According to the Referee Report, a shoe was thrown from behind AR2 and landed ten (10) yards into the field. The shoe did not hit any Match Officials or players. Noted to MLS Security.
08.10.19 COL-SJ Fan Incident
According to the PME Report, there was a verbal confrontation between the SJ Head Coach, Almeyda, and a fan after the match that required police/security intervention. The police/security representative ushered the coach away and to the locker room. All details of the report were provided by the police/security representative to the PME who did not witness it personally. Noted to MLS Security.
08.11.19 DCU-LA Ball Kids/Fans
According to the Referee Report, a second ball was thrown onto the field on “6-7 occasions” throughout the match. Noted to MLS Operations.
08.11.19 DC-LA Referee Warm-Up Area
The referees informed the PME that balls were repeatedly being kicked into the designated referee warm-up area by goalkeepers during pre-match, despite warning them about this prior to the match.
